Painted Picture Effect

For this tutorial I'll be using this picture of M Shadows:

1. Copy>Paste As New Image
2. Go to layers>duplicate.
3. Set the layer to darken at 100% opacity.
4. Go to Adjust>Blur>Gaussian Blur. Set it to 3.00 and you're done! Your picture should now look like this:
