1. To start off, open up Photoshop. After that, make a new document. Mine is 378 x 45. Then write your text in whatever font color you want. Here's mine:

2. Now, go to Layers>Layer Style>Stroke and fill in the folor with whatever you want. Then match your settings to mine:

3. Click OK and your text should look like this when you're finished:
