1. Go to Layers>Duplicate and set it to Screen at 30%
2. Make a new raster layer. Fill it with the color #1B0A62 and set it to Softlight at 36%.
3. Go to Layers>New Adjustment Layer>Channel Mixer
Match your settings to mine:
Red: 89
Green: 80
Blue: -60
6. Now take your base, duplicate it, then drag it to the top and set it Overlay at 60% and you're finished :].
