1. Duplicate the base. ( Layers>Duplicate )

2. Set the layer to Screen at 90%.

3. Now, make a new raster layer and fill it with the color #211379. Set it to Exclusion at 40% opacity.

4. Make another new raster layer and fill it with the color #0BB5DA. Set it to Soft Light at 40% opacity.

5. Duplicate the base layer, and drag it to the top. Set it to Soft Light at 65% opacity.

6. Go to Layers>New Adjustment Layer>Channel Mixer. Match your settings to mine:
Red: 96
Green: -6
Blue: 30

7. Make a new raster layer, and fill it with the color #8A86E0. Set it to Overlay at 30% opacity.
