1. Duplicate the base and set it to Screen at 90% opacity. Then, duplicate the base again and set it to Soft Light at 100% opacity. Drag that layer to the top.

2. Now, make a new raster layer, and fill it with the color #17DFE6. Set it to Burn at 35% opacity.

3. Go to layers>new adjustment layer>channel mixer. Match your settings to mine:
Output Channel: Red (in order for the "Red" option to show up, uncheck the "Monochrome" box on the bottom. )
Red: 126
Green: -12
Blue: 16

Then click OK and set it to 50% opacity.

4. Duplicate the base layer one more time, and set it to Soft Light at 40% opacity.

Now you're finished :].
